Special Districts

Camano Island Mosquito Control (CIMCD) is a special district formed under Chapter 17.28 RCW that serves part of Camano Island. Special districts are small, local government entities that perform specific tasks - in our case, controlling for mosquitoes. Other special districts you may be familiar with and/or paying for could include local libraries, fire departments, and school districts.

Special districts in Washington state are required to submit annual reports to the State Auditor’s Office for assessment. The Auditor’s most recent assessment of our district can be found on their website.

Board Oversight

CIMCD is overseen by a five-member Board of Trustees. Board members are appointed by Island County for two year terms, at which point they may be reappointed at the discretion of the County. Board members are volunteers and receive no compensation for their work. Our district manager, the sole employee of CIMCD, keeps Board members updated about district purchases, activities, and priorities throughout the year at monthly public meetings. The Board is informed of and approves all financial decisions, and is responsible for evaluating the district manager’s performance annually.

Public Record Requests

CIMCD retains records in case of public record requests for the last seven years. Records going back to our initial formation in 1996 are archived, but are still available with advance notice. All records are public documents, and specific records that are not already publicly available online can be requested by contacting our office directly.

Annual Budget

As of 2026, residents within our district borders pay CIMCD $120/year alongside their twice-annual property taxes for our services. The CIMCD annual budget is work-shopped in public meetings with our Board of Trustees in September and October and approved at the November public meeting. Members of the public are welcome and encouraged to attend. Meeting minutes are archived online for those interested in reading what was discussed.

Open Public Meetings

Our Board of Trustees and district manager meet monthly during regularly scheduled open public meetings. All Board action is discussed openly in public prior to being voted upon. Members of the public are welcome and encouraged to attend. If you would like to address the Board with regards to a specific item or issue, please contact the district manager at least a few days prior to the meeting so it can be added to the agenda.
